Ahmad Reshad Popal


Mr. Ahmad Reshad Popal is the Director General Customs at the Ministry of Finance. He oversees the Afghan Customs Department (ACD), the largest revenue collection source of the Government of the Islamic Republic of Afghanistan. Under Mr. Popal’s direction, ACD facilitates trade that strengthens Afghanistan’s economy and collects customs duties that pay for the country’s public services.Previously, Mr. Popal served as the Director of Large Taxpayers at the Afghanistan Revenue Department and Head of the Afghanistan National Tax and Customs Academy. His responsibilities included managing and closely monitoring tax compliance of the largest taxpayers in Afghanistan.

Before the Ministry of Finance, Mr. Popal worked at the American University of Afghanistan as the Executive Director of the Professional Development Institute and Special Assistant to the President of the University in Program Development. His responsibilities included offering a broad range of courses to the public as well as soliciting, developing and managing specialized programs in English language, management, leadership, computer and communications technologies, and other topics.
Prior to the American University of Afghanistan, Mr. Popal was Director of Administration and Finance for the Afghanistan Technical Vocational Institute. His responsibilities included developing and managing program budgets, regional and headquarters financial management, financial reporting, human resources and other administrative activities.

In addition, Mr. Popal has served as the representative of the Ministry of Transport and Civil Aviation in the Economic Cooperation Organization and advisor to the Minister in private-sector development. Before that, Mr. Popal served as the Chief Financial Officer for the Afghanistan Chamber of Commerce and Industries. In addition to his full-time jobs, Mr.Popal served on the Board of Directors of several institutions including Azizi Bank.

As a Fulbright Scholar, his academic credentials include a Master of Science in Accounting and Finance from the Silberman Business School at the Fairleigh Dickinson University, New Jersey, and a Bachelor of Business Administration. Mr. Popal has been teaching as an Adjunct Instructor of Business at the American University of Afghanistan since 2014.
