Duties and Responsibilities

• Assist with the implementation of all HR activities in compliance with the established policies, procedures and follow the procedures of MoF Government of Afghanistan ; 
• Actively participate in the development and drafting of Standard Operating Procedures (SOPs). 
• Provide a wide-range of HR services related to recruitment, leave and absence Track and Follow performance management system, including probation period appraisals with respective line managers, reporting, payroll administration, and follow separations procedure.; 
• Regularly updating individuals leave history and sending personnel leave balance report to all departmental managers on quarterly basis. 
• Receive recruitment requests and conduct a preliminary review of Terms of References (TORs) and submitting to GPM for getting WB NOL.
• Preparing vacancy announcement, posting on the appropriate websites, Prepare matrices, finalizing shortlist with the support of hiring unit (Committee), coordinate and arrange written tests and/or interviews, prepare minutes, and submitting recruitment cases/package for NTA approvals. 
• Seek and collecting all the recruitment-related documents (e.g attested educational certificates, experiential Certificates, medical checkup, background check and reference checks and other types of documents in compliance with audit requirements; 
• Extending Letter of Intent, contracts for newly incumbent and contract amendments as when required.
• Updating recruitment tracker regularly and reporting its progress to PGM when required. 
• Prepare and submit on a regular basis monthly batch payroll for international and national personnel, as applicable, and process related entitlements such as Certification of Payment and Per-diem.
• Ensure a properly personnel filing system of local and international with respect to relevant documents, (e.g contracts, amendments, certificates, CVs and payment files…etc 
• Ensure compliance with Government applicable rules and procedures as may be brought about by changes 
• Perform other duties as may be assigned.

Qualifications and Experience

a. Education
• Bachelor’s Degree in Human Resources Management, BBA, Public Administration, Social Sciences or other relevant fields. 
• Relevant certificates or training related to HR is desirable. 
b. Work Experience and Computer Skills
• At least 4 years of progressively relevant experience in human resources- essential
• Proficiency in the use of computer systems and MS Office particularly Word and Excel required;
• Previous experience and knowledge of Government and World Bank rules and procedures will be preferred.
• Excellent communication both oral and written in English and local languages.
